Foreign Intelligence Surveillance Act (FISA) - Basically Americans can't spy on Americans unless under exceptional circumstances. They must present these findings to the FISA court to authourize surveillance of a US citizen. FISA Applications need to be renewed - and the evidence reviewed - every x amount of months. RR et al signed of on these FISA requests every time even though they knew that the Steele dossier used to approve they spying came from an untrustworthy source and had been said even by Steele himself that the contents of that file were not fact but were "raw intellignece" and possbily only 50% correct.
