The goat on the hoover dam its the mascot of the 1.FC Köln. (1st Soccer Club Cologne).
I am very quite sure the technician who was setting up the projection was from cologne and did this for fun. Actually the company that writes the software for the Pandoras Box media server called "COOLUX" is from Cologne Germany. So i see nothing suspicious on that goat.
