My bet is… Voter fraud is very difficult to prove and it would be investigated and tried at the state level. Mail fraud is not hard to prove and. the United States Post Office is part of the Executive Branch, which automatically makes it a Federal case. If any of those votes were mailed illegally then whoever mailed them could be sent to prison for 30 years. That is 30 years in prison for each count of mail fraud.
