Reading up on some of the DoD infosec info that is available online, it seems like this is a method of security to prove without a doubt who someone is. Often they use a PKI, biometrics, etc as a digital signature.

Any chance that PAIN is referring to the insurance file and/or proof that whatever in there is authentic?
