I had thought the previous phase was the Justice phase, and I was wrong.
This is a hammer of justice. It symbolizes control of the senate (and/or House). It also symbolizes a court's authority.
I think maybe justice will start to be revealed during this phase? Hesitate to prognosticate because I got it wrong before, but it looks more like the justice phase than previously.
