Whistleblowing is an art.
If you use a special "whistleblower dropbox" that's one point of entry, it's a possible choke point, and bad actors can easily co-opt it if they get control (like with Securedrop).
Whistleblowing on massive corruption needs at minimum five jurisdictions in different defense pact blocs, and ideally more, to oversee the actors who are trying to contain the whistleblower and catch them in the act.
