Pelosi has NO CONTROL over when or where POTUS delivers the SOTU.
He only has to supply Congress with a written transcript.
Should deliver it in The Senate (or the WH) if the House doesn't want it there and then . . .
A fax after the fact would be in writing AND HILARIOUS, especially if he addressed it:
To: Nancy Pelosi and whoever else there may be actually there today working and is interested.
