That's right, because the last time Texas rejoined the Union (after the civil war) the people voted it down, the feds tried to force it and failed.
Then later, the US Congress passed a bill allowing Texas to be "considered" a state.
They figured people would just forget about it later.
Texas also never sceded public lands to the Feds.
