Just had another thought. What if those four labeled as contractors are not your typical DoD contractors? What if they are former pols or staffers who have never had a clearance and are no longer in gov service in any way. But instead are now being paid as contractors to keep them on the government dime....kind of like a Form 1099. They're not on any official government contract vehicle. Hence the use of the word 'outside'.
Just a thought.
