He could be on the overall Q-Team, although we know who has the proximity to POTUS for some of the photos and timings.
Comey's announcement about new HRC evidence just before the election assured Trump's win. His other shenanigans assured fellow Plan members would create the special council distraction while the real investigations went on.
Also think BIden – who obviously doesn't want to be president – could be playing a doddering old man as part of the plan.
