It won't be a dud, but a large piece of the puzzle that's not yet completed. If somebody's expecting Podesta-type, Seth Rich-type revelations, then they're pushing it bigly, or just don't understand what an IG does. I don't think Durham is ready to go, so there could be lots left out because it's relevant to his investigation results. Hopefully, Horowitz elaborates on that and doesn't just eliminate the info completely. Who knows how much will be blacked out. I personally think it would be great optics if someone is arrested this week, to prove what Horowitz did actually means something, but alas, 'tis a pipe dream.
