That's my home town. Blue County. The slums of Rochester are so fucking bad. The worst part though, is it's creeping into the suburbs.
They keep adding low incoming housing complexes among the nice neighborhoods.
It always pissed me off too because they would build brand new town houses that were really nice! Make them low income only, then less than a year later the place is destroyed.
It started in Rochester at the end of the 90's. 1996 to be exact. But it has only gotten worse. The once good schools are over run with gangs & shit. The city buses kids into the good neighborhoods. That part started during Obama years
