With an open primary there is an increased risk of ballot fraud where absentee ballots might be requested in the name of NPA voters and filled in illicitly to aid a particular primary candidate.

: Here are the facts: In California the Democratic Party (as

: allowing NPA (no party affiliation/independent) voters to

 

: vote in their Presidential primary election. On their vote

: by mail (absentee ballot) application in California there

: is an option for NPA voters to request the ballot to

: include the presidential primary item for one of those

: parties. There appears to be an effort to convince people

: with certain biases that the form is somehow a scheme to

: block Republican voter registration, when it isn't even a

: voter registration form. You would have to have already

: been registered to vote to request an absentee ballot, and

: the Republican party isn't mentioned on the absentee

: request form since anyone registered as a Republican would

: automatically receive the absentee ballot for their party's

: presidential primary and anyone not registered as

: Republican can't vote in the Republican primary. Only NPA

: voters can select the ballot to include the party section

: for an open primary.
