Concerns Over China Bring the Fading US Lending Agency Back to Life

 

The U.S. export credit agency that faced a critical survival battle this year secured a long-term extension, becoming one of the big winners in the year-end spending deal.

 

President Donald Trump signed legislation on Dec. 20 that reauthorized the U.S. Export-Import Bank (Ex-Im) for seven years, the longest in the agency’s 85-year history. The reauthorization of the bank was a part of the $1.4 trillion spending package that helped avert a potential government shutdown.

 

The legislation directs the bank “to focus on the important economic and national security challenges posed by China,” Kimberly Reed, Ex-Im’s president and chairman said in a statement on Dec. 20.

 

“I am proud to have the support of President Trump and Congress in this undertaking,” she added.

 

Ex-Im lost support in 2015 among conservative lawmakers who argued that it provided needless “corporate welfare” and benefited large corporations such as Boeing. They called for an “orderly liquidation” plan of the bank. The bank lost a quorum on its board of directors in 2015 and was unable to approve large transactions for nearly four years.

 

The credit agency, however, has gained allies in Congress and the Trump administration amid concerns that U.S. manufacturers are losing business overseas to China. In May, the Senate revived the agency by confirming Trump’s nominees to serve on the board of the bank, allowing it to have a quorum needed to authorize loans over $10 million.

 

The Bank’s reauthorization fixes the quorum issue by establishing a temporary board in the absence of a required number of Senate-confirmed board members.

 

Advocates of the bank have argued that Ex-Im is crucial for both economic and national security purposes and it’s an important tool to compete against China, which has a strong export-finance agency.

 

China has been expanding its global influence through its Belt and Road Initiative (BRI), an ambitious development program spanning almost 70 countries and covering more than two-thirds of the world’s population. And subsidized export financing is a key component of the initiative.

 

China’s Export-Import Bank alone has provided over $149 billion in loans to more than 1,800 Belt and Road projects in the last several years.

Giuliani held phone call with Maduro amid Venezuela crisis

 

President Trump’s personal attorney Rudy Giuliani was on a phone call with Venezuelan President Nicolás Maduro last September, amid heightened tensions between the U.S. and Venezuela.

 

Giuliani was on the call along with then-Rep. Pete Sessions (R-Texas), as part of a diplomatic effort to ease Maduro from power. Sessions spokesperson Matt Mackowiak confirmed to The Hill on Sunday that the call took place. It was first reported by The Washington Post.

 

The development comes as Giuliani has emerged as a key figure in Trump’s alleged solicitation of foreign interference from Ukraine in the 2020 election, the central allegation to his impeachment. Giuliani appears to have again used his private role to play a part in foreign policy in regards to Venezuela.

 

White House officials did not know why Giuliani was involved on the call with Maduro upon finding out, one former senior administration official told the Post.

 

“We didn’t know why Rudy was involved at the time,” a former senior administration official told the Post.

 

Sessions was part of the back-channel effort to ease Maduro from power and accepted an invitation from Maduro to visit Caracas to try to negotiate a path to improved relations between the U.S. and Venezuela, the Post reports.

 

“He was pleased to help with this back-channel mission, which was coordinated with the highest levels of the U.S. State Department,” Mackowiak told the Post. He added that Sessions met with top U.S. officials before and after his trip.

 

People familiar with the State Department officials' roles, however, told the Post those officials did not initiate the trip or organize or participate in Sessions’s meeting with Maduro. Several U.S. officials also disputed that Sessions trip was sanctioned, according to the Post.

 

“There was absolutely no interest or appetite for negotiations,” a former White House official told the Post. “We generally did not welcome efforts like this one. It wasn’t consistent with our policy goals. We saw it as a nuisance and a distraction.”
