You wasted a ton of text. Tatchell repeated NAMBLA talking points that some adults who have sex with children, is not harmful for some children. This is a talking point, not law. It is ILLEGAL to for adults to rape children who, by definition, cannot consent.
Most states have laws making it ok for teenagers to have sex with one another (generally have to be no more than 24 months apart). The LAW has contemplated minors having sex with minors. Those cases are not prosecutable as long as you're within the prescriptive time. Period.
However, if you're an adult who rapes children in the United States, it is a CRIME and you go to prison. Unless, of course, you're an elite.
