Good question. I'm figuring it's the following:

Make people submit. Even though it's small, it's still submission, and helps develop the perfect sheep/slave.

Keep people reminded of COVID, so they can keep using it for their gain. And as people are minded of the virus, they're kept in fear of it too. Without masks, it very well could just fade in the back of people's minds like the flu.

Provide cover for their Antifa/BLM mobs. These fuckers just blend right in now, and they're hard to identify even when on camera. My guess is, they have one last assault planned prior to the election, so the masks have to remain until at least then.
