The surveillance net(s) are coercive because they have the power to alter people's behavior and ideation by controlling the data inputs that people receive (on data streams that people voluntarily consume). However it's a subtle coercion because many people don't even realize they are being coerced. Or they do realize, but they don't turn away. It's like the convenience stores in poor urban neighborhoods - people still think they have a "choice" but the range of food and drink to choose from is sharply curtailed.
