The authorized confiscation (by police) has to be outlawed too. That's deprivation of rights without due process. Theoretically, a person traveling with a quantity of cash or other valuables is automatically a suspect, a thin veneer on what is essentially highway robbery. Am I scared to travel carrying valuables? You bet I am.
