hmm..it sounds pretty dangerous. Perhaps "xx or more same URL postings
within yy minutes" kind of rule and fine-tune xx/yy values, I suppose.
It might not be useful for URL shortening service since NG word should
be the very top domain. Picking only a very top domain might ruin megami
board since lots of people use same image uploader service. Well, we'll
see. ;)
