The tripcode the proper voting director used was "◆ZAH2qANlUo".
The obstructive used the tripcode "◆ZAH2H56iUo ", is very similar to "◆ZAH2qANlUo".
I think he probably deceived voters.

Summary of vote obstruction :
◆ZAH2qANlUo (proper voting director) said "I'll make vote thread at 0:05."
◆ZAH2qANlUo couldn't make vote thread, however.
◆ZAH2H56iUo (obstructive) made vote thread, instead of the director.
◆ZAH2qANlUo treated this as proper vote thread.
◆ZAH2H56iUo said "this voting is invalid !"at the end of the thread.
