Not sure how sites like Google think, but IIRC Japanese Wikipedia abides by Japanese law as far as copyright laws are concerned
(e.g. not allowing pictures of copyrighted works, which is partially allowed in English Wikipedia under Fair Use)
despite the fact that the servers are located outside Japan.
