If livedoor deny your suggestion, what is the best way you think? prohibit all livedoor matome blog?
And I have another suggestion.
How about decrease the number of thread each server can keep.
For example, hgame2 can have 700 threads, but decrease 500 threads.
Many thread are not worth exsisting because no one use them.
That will help stop overwork of your server, lower expence.
