HRC is the branch of the UN that Officially accredits NGOs (non-governmental organizations). Think agenda 21, 2030. The one I have dealt with before is ICLEI.

they write policy in line with the UN. Your city council then adopts these policies. It’s putting you under default UN rule. Does not matter if states and fed bail out of UN. They own your city council. Pincer move.
