William Binney designed a program while at NSA

which would have scanned the data that was coming in

and only collected the pieces of importance

which would have allowed them a starting point

he was rejected, then fired??

the NSA opted to collect everything

which meant they were overwhelmed and unable to sort anything

which totally compromised national security

which one might say was "intentional"???
