>Responsibility of DoT?

Coordinating and developing comprehensive transportation policy for the State; coordinating and assisting in the development and operation of transportation facilities and services for highways, railroads, mass transit systems, ports, waterways and aviation facilities; and, formulating and keeping current a long-range, comprehensive statewide master plan for the balanced development of public and private commuter and general transportation facilities.

Also, safety (see Ferry Accident of 2003).

>Budget for past (5) years?

Roughly 10 Billion. They also receive ~1.5 billion a year in federal funds from the highway fund.

Now with these type of funds you'd expect some pretty good infrastructure right?

Nah.

http://gothamist.com/2014/03/12/nyc_infrastructure_rip.php

Infact, there's plenty of info out there that shows the dire situation that is New York infrastructure.

If you remember, Trump talked about this quite a bit during his campaign. He likely knew of the corruption that was plaguing infrastructure projects.

>Former commissioner?

Iris.

>Empire State Dev Corp?

Empire State Development (ESD) is the umbrella organization for New York's two principal economic development public-benefit corporations.

A note about public-benefit corporations: Public authorities share characteristics with government agencies, but they are exempt from many state and local regulations. Of particular importance, they can issue their own debt, allowing them to bypass limits on state debt contained in the New York State Constitution.

>Urban Dev Corp?

Iris was VP. This is under the ESDC (above).

May 2015 the UDC reported outstanding debts of $11 billion.

Also: The UDC in particular has been accused of damaging inner city communities. From wikipedia:

Many of the projects had devastating impacts on neighborhoods and resulted in white flight and charges of reverse discrimination. Conversely inner city activists also complained that the projects sometimes damaged inner city neighborhoods. As an example, the UDC's construction of the Harlem State Office Building in 1969 aroused intense opposition from the neighborhood which wanted the resources applied in other ways. Ada Louise Huxtable called the fight "Rockefeller's Vietnam".[23] "Urban development" took on an adverse reputation and it was renamed in 1995 the Empire State Development Corporation.

Reference Q's older crumbs talking about inner cities and the Dem's stranglehold on the Black vote.

>Integrated Resources, Inc.?

Iris was Regional Vice President of Integrated Resources, Inc. where she structured limited partnerships for property acquisition and operation

It looks like she bounced between public office and private corporations. Most likely conflict of interest/corruption here.

I'm following. It seems this ties into federal economic policy but I can't figure out how. Jessica Schumer worked on the National Economic Council and the Council of Economic Advisers which advise the President on economic outlook. I'm trying to see if somehow federal funds were funneled into New York construction projects and then siphoned off.

Yeah I think you're on to something. People are bouncing from public office to private corporations. Especially since Integrated Resources Inc. dealt with property acquisitions. It looks like Iris used her connections to the UDC to probably get some type of sweetheart deals.
