the two curved wire-like-things are most likely conduits for an electrical connection at that plate. If you look up how the railroad uses DC signal systems to determine the position of the train on the route to operate the automatic crossing signals.

This looks like two conduits for that purpose to me.

The curve looks smooth enough, but it looks to me that 30mph might be a bit faster than it would easily handle.let alone 80mph
