22 years it's been on the books and not acted on. In the law books but ignored. And they make a fuss now? Why? Because it's a Potus they don't approve of? Or because they have been ignoring the problem? Or worse yet contributing to it? I am not sure it's going to work. but dammit the world has been sweeping the problem under the rug for so long and hoping it will miraculously go away. Confronting and dealing with the problem is much better than wishful thinking. It's a bold move long overdue. I hope it actually works.
