What came out from Snowden ultimately benefited the NSA, it was also a honeytrap of sorts, remember what came out? Tools that were effectively outdated. NSA didn't really lose anything. So, did the CIA get their money's worth? Remember NSA is not a civilian agency… who are the better strategists civilians or military?
