On Nov 28th Q asked "Who has ultimate authority over our branches of military w/o approval conditions unless 90+ in wartime conditions?" Considering all of the military operations taking place since late Oct, it makes sense to have the military flags (gold fringed) displayed behind the Commander-In-Chief.
