There are many big scandals where there is no public sign of an investigation at all.

Awan scandal. House Intelligence Committee compromised by apparent Pakistani spy who owes money to Hezbollah. No sign of an investigation. Only one guy at one news site has been looking into it.

Iran payout scandal. Obama handed them an unknown number of several billion dollars without consulting Congress. Someone convinced him to do it. Likely compromise of NatSec decision making. No sign of an investigation.
