can't interpret legal stuff, so have same questions. Maybe declaration was necessary to give legal basis for freezing funds. Declaration opens up many other options for Presidential action which POTUS doesn't intend to use.

But, one quibble. We are fighting NWO–a planned oligarchy where a few elites control all $$$, all resources, and all other humans. Some communist countries might join a fight against NWO.
