Been chewing on this early Q post (#9):

Under what article can the President impose MI take over investigations for the 3 letter agencies? What conditions must present itself? Why is this so VERY important? Who surrounds POTUS? They lost this very important power _ the one area of the govt not corrupt and directly serves POTUS."

Part 1.8 - The Central intelligence Agency

"(e) Conduct special activities approved by the President. No agency except the CIA (or the Armed Forces of the United States in time of war declared by Congress or during any period covered by a report from the President to the Congress under the War Powers Resolution (87 Stat. 855)1) may conduct any special activity unless the President determines that another agency is more likely to achieve a particular objective;"

 

That last sentence. Wow. That endows POTUS with the power to take the candy away from the CIA and hand it to MI, in order "to achieve a particular objective" - in this case, saving the Republic.
