If we treat this as connected to Wizard of Oz, it would mean the YBR is the connection of FBI and W&W data (The Wizard, while a dick, in the end gave Dorothy the means of coming back home while rewarding her friends with "that which they were missing").
If we take into account the recently signed defense budget, it could also reasonably mean that W&Ws were just straight up fucking armed against any potential ICBMs which may or may not launch from NK (so, in essence, Trump fucking up the leverage Clowns had over the world militarily).

If we treat the previous interpretation as valid, that would mean W&Ws are instrumental in exposing Hillary and the Saudi Princes, which is why we needed the YBR in the first place - to "reach them" (that is: to allow FBI to act on W&W intel/tech)
