It's hard to say. Trump does talk about the yellow brick road in that speech. Unfortunately, I think we load too many of our biases on top of that to really get a clear picture. It is, also, an extremely common reference, used in many different contexts and metaphors.
We might be thinking a bit too big. We are thinking in terms of organizations and nations - concepts. We need to get into the people and the places. The people who can be isolated from the organizations and prosecuted.
I am almost always guilty of thinking strategic when my role is tactical.
