It depends on the orbit, V is used for testing on the Pacific test range, if you launch West from V it's not the same as Eastern launch from Florida, just depends on where the vehicle is going to end up, V is a western launch over the ocean, FL is an eastern launch over the ocean.

My dad worked for Rocketdyne, I have seen tests from Mercury to SSME on the pad in the Santa Susana Mountains and many Vandenburg tests but I don't really remember an insertion to orbit from V

Yes in gulf war it was just testing to see if a missile could hit a rocket/scud launched, not an easy target, hence rocket science, there were many failures, after SA splash hope our batterys have it down

That is normal, it's down range, it won't look like it's going up because it's a western insertion to orbit, if it went east like Florida it would blow up over LA, wait whats bad about that?
