I think Q is referring to the changes to the FISA that was presented in June 2016 and rejected.
0bama's DOJ then resubmitted a revised FISA in October 2016 that was signed off on, allowing 0bama to spy on Trump.
What changes were made that got the new FISA through?
According to the NR article below, the only change to the FISA submissions was that Trump was named in the first (rejected) submission, but not named in the second (accepted) FISA submission.
