According to the article it would require him liquidating pretty much all his assets to get the cash. He is negotiating to give up 14 b of assets while remaining in control of the rest. I don't think that will happen.
We also know that who ever was extracted has a rank of Bishop (on a chess board) but that does not tell us who.
