The only problem with that way of thinking is that the divine works through all of us. It is not something that is 'out there'.
If someone can't stop him/herself from doing an evil act and we are there and do not stop it we are just as guilty of doing that act as the one who did it.
The one who does these unspeakable things has got to the point where s/he can't stop themselves. So what they do is they do more harmful and more odious acts in the hope that someone else will stop them.
The way to handle that is to give them a very clear choice (in legalese - a Notice) - to stop, or there will be consequences.
If they don't stop then we do what they have indicated that they want us to do. Put them away or end their life.
