Satan claims dominion over all kingdoms.

In his temptation of Christ, the devil claimed that “the kingdoms of the world” had been “delivered”—the Greek word means “betrayed”—into his hands. Interestingly, Jesus does not dispute the devil’s seemingly outlandish claim."
It appears that Satan claims ownership of all souls.
