Probably ghost soldiers that only exist on paper so someone can embezzle money. The Iraqi army perfected this during the war. They would report a whole bunch of fictitious soldiers and we would give them money to finance the army. We knew they were lying and still gave them the money. An FBI guy told me this while in Iraq in 2007.
