I was thinking that same thing earlier today. Lot of work though. If a small team could get together we could do this. Its draining doing just one!
This is addressed to the BO. Is it possible you can add a section into the batter where a list of Notices with a pastebin link (where people can add the crimes of various players) can be found? This way people can put together the known crimes of other bad players and then I can go in there and create the doc for each one. Otherwise it will be hard for people to get this done or help out.
I am the one who put that original doc together. Somehow my spell checker had been turned off which is how the words came out wrong. I have very slight dyslexia but a very high IQ which is annoying for me to deal with. Makes for all sorts of weird shit.
The writing under the circle means 'God and my right' same as the Queen's motto which is where I got it from. I use what they have been using against us against them.
I have learnt to use (((their))) symbology against them. In the masonic world the circle is the most revered symbol/shape, if I am not mistaken.
The use of a blood as a seal or even writing ink is known by the satanists/vatican folk. It is the reason why Papal Bulls were written on human skin in blood. According to them, it made the document the highest and most powerful document out of all others. They also thought it imbued the document with tremendous spiritual power.
I learnt about these elements over time, with the last piece of the puzzle, the circle, being discovered last year when reading the Lost Symbol by Dan Brown. Great book on learning about masonic symbology.

As to the words 'The Witness' I know of a women in Montana who, when she went to 9 different foreclosures, stated that she was the witness when she stood up when the auctioneer asked for any objections why the sale should not go through. When she was asked her name she said 'I am the Witness' and that shut these sales down immediately. It talks about 'witnessing' in the bible.
I have used these elements in a document I created for the UK government. I was gobsmacked at how effective it was.
So I have used all that I have learnt to now create these documents and make each bad actor publicly known starting with McCain.
Anyone can do this. And the word 'Presents' is short for presentments - a legal term for citation/legal document, etc. If anyone reads any old legal docs they will sometimes see these words on the opening line.
