I highly doubt that. Their subs are diesel-electric subs (noisy as fuck for our purposes). If we ever attack, their Navy will be destroyed lightning fast.

There are plenty of underground subways/passages in NK, so I'm guessing that gives him some room to move. However, the guy also has been out at test launch sites before firing, which means he isn't smart. If we thought taking him out would end this without Seoul getting shelled, I think he would already be dead.
