I wouldn't be so sure of this. Do you have proof? The arrest counts in at least one city for gang-related arrests are far higher than the sealed indictment count in that district. (San Antonio - 600 arrests in one batch, last week, I believe.)
The important thing is to not overstate or understate anything. Your statement was based on a feeling when contradicting evidence exists. No worries - it happens. In the future, dig for evidence to support your feeling before you state it as if it were a known fact backed by evidence.
