No, that IS the function. The difference is that it is not in a format to hand out to normies for the purpose of red-pilling. It's a bit messy, clunky, not all that user-friendly, no sleek packaging and a slog to get through. It's for us to collect what anons find in researching in one place that everyone can access. It is public in that anyone and everyone can read it, but the anon who set it up initially, likely had no idea it would go on so long or get so big, but that was the original purpose and for all intents and purposes remains so.
Nicer packages can be derived from it that various segments of the public will respond well to, depending on how it's presented and formatted. (some people respond to audio/visual, others will read a pdf, and one anon has made a quiz on a site).
