this maybe true, but the psychological impact of an ever present device can go a long way. Tracking is important, but the overwhelming feeling of persistent captivity is more useful than a jail cell. It can wear down one's psyche and instill desperation. Desperation leads to mistakes, and/or, the willingness to act against one's natural instincts to ensure survival.
