The last BIG Stringer sentence, when converted through the noted cheatsheet at the new Qmap forum

looks like it reveals a latitude and longitude encoded location.

The Tuman river area is where American Journalists were captured by DPRK as

This effort is a first stage of "asking questions" & investigating.

 

At this location is an unusual complex of buildings. (see images)
