I think that show is about the actual fall of the cabal. I've only seen a few episodes, but one had the CIA head of clandestine operations being thrown out of an airplane, and the other day I saw one about a secret auction run by an elite family. A child, as well as Reddington, was being sold to the highest bidder. Also, the word cabal is often said, which I don't ever remember another show using.
They may have other 'businesses' or places of interest in that immediate area.
