Never mind, answered my own question:
Criticism of government
Herbert was a strong critic of the Soviet Union. He was a distant relative of the controversial Republican senator, Joseph McCarthy, whom he referred to as "Cousin Joe." Herbert was appalled to learn of McCarthy's blacklisting of suspected Communists from working in certain careers and believed that he was endangering essential freedoms of citizens of the United States. Herbert believed that governments lie to protect themselves and that, following the infamous Watergate scandal, President Richard Nixon had unwittingly taught an important lesson in not trusting government.
In Chapterhouse: Dune, he wrote:
“All governments suffer a recurring problem: Power attracts pathological personalities. It is not that power corrupts but that it is magnetic to the corruptible. Such people have a tendency to become drunk on violence, a condition to which they are quickly addicted."
>When was this previously shut down?
Communications between NK and SK were shut down early 2016 (Feb?). SK shut down the joint Kaesong Industrial Park after NK nuclear test. NK expelled personnel and continued with satellite launch. SK surrendered all infrastructure, equipment and materials to NK.
In July 2016 NK cut off diplomatic channels to US, calling sanctions an act of war.
In Oct 2016 the SK president faced allegations of ties to a witch cult. SK President Park Geun-Hye was found to have ties to Choi Soon-Sil, who influenced government appointments and policy decisions, despite holding no official position. Dec 9 2017, Park was impeached, and then Prime Minister Hwang Kyo-ahn became the acting president. On March 10, 2017, The Constitutional Court of Korea ruled to uphold the impeachment of President Park Geun-Hye. A new election was held in May 2017.
The SK president with witch ties "abandoned" assets in NK, serving to enrich NK and setting the stage for "tensions" and later conflict. Puppets on both sides of the border.
