RPA4717 is flying along side a plane with no call sign. Is this common?

Blocked flight spotted near Camp David. Just left the airport in Frederick, near Mr Airy now.

I got another blocked flight that just left Baltimore, Martin State Airport heading North.

I have a blocked flight out of Orlando, heading north, just south of Wilmington right now. That makes quite a few heading N from Florida in the last few days.

Another blocked just left Tampa, headed south. On the coast near port Charlotte.
