Creating a common enemy is an old trick of team leadership to foster cooperation. It works with a society as well. People become willing to overlook things they were bickering over, and unite against the perceived new enemy.
It is human nature, also, to react to the immediate, sudden, or recent threat, while not reacting to a slowly-developing threat that emerges over a much longer time frame. A false flag exploits this facet of human nature.

Obviously the writers do not acknowledge the possibility that a storm which "just instantly appears and gets very strong,” that "could become one of the most intense off the East Coast in decades"…
might be a created storm rather than a natural occurrence. I would put about a 100% chance of this storm being created and a part of Q's plan.
When POTUS says "My fellow Americans, the Storm is Upon Us," there will be a severe weather event he can overtly be talking about.
